Someone who has been recognized as a Convention refugee or a person in similar circumstances by a Canadian visa officer abroad; someone who has been recognized by the Immigration and Refugee Board as a refugee or a person in need of protection in Canada; or someone who has received a positive Pre-Removal Risk Assessment (in most cases).
